Hence, the comprehensive Taguig City Scholarship Program was established under the Lifeline Assistance for Neighbors In-need Program in 2011. It has since grown and helped empower tens of thousands of families..
Taguig City's Lifeline Assistance for Neighbors In-need Scholarship Program was established under City Ordinance Number 9, Series of 2011 and the issuance of the implementing guidelines under EO 2011-11 with an initial budget of P100 Million. Other appropriate issuances have been issued since then, and the budget has grown to accommodate all who are willing to study and work hard towards a better quality of life.
The Program was triggered by 3 key factors:
Basic Qualification Criteria:
Types of Taguig Scholarship:
- Top 10 over-all graduates of Taguig Public High Schools regardless of the schools or courses they enrolled in college. (Amount per year: P40K-P50K)
- Passed the UPCAT in any Luzon campus, or other Higher Education Institutions (HEI) classified as Centers of Excellence whether public or private (Amount per year: P40K-P50K)
- Courses and Schools listed under DOST's priority, plus Persons With Disability (PWD) and those taking up LAW and Medicine in selected top performing schools (Amount per year: P40K-P50K)
- Graduate of Public High Schools in Taguig or nearby Local Government Units (LGU) in the National Capital Region (NCR) and enrolled in State Universities and Colleges (SUC) or Local Colleges and Universities (LCU) (Amount per year: P20K-P30K)
- Graduate of Public High Schools in Taguig or nearby LGUs and enrolled in Private HEIs in NCR (Amount per year: P15K-P25K)
- Graduate of Private High Schools in Taguig or nearby LGUs and enrolled in Public HEIs in NCR such as SUCs or LCUs (Amount per year: P15K-P25K)
- Graduate of tech-voc, bachelor's degree, medical or law courses required by the Professional Regulation Commission (PRC) or the Supreme Court (SC) to take board/bar examinations (Amount: P15K or P20K latter if medicine or law)
- Taking up Masteral or Doctoral Courses who are working in Taguig as local or national government employee; barangay employee; public or private school teachers in Taguig (Amount per year: Category A - P10K-P30K; category B - P5K-P15K; Category C - P3K-P9K, plus P25K-P50K upon submission of duly completed thesis or dissertation)

Maintaining the Scholarship:
To maintain the scholarship, scholars must fill out the online application form during the application period and submit the required documents every semester. Semestral weighted average (SWA) for the duration of the scholarship covered should not be lower than 2.5, with no failing marks, incomplete, blank or no grade subjects, or dropped subjects, and must carry a load of at least 15 units per semester or its equivalent per trimester.

All TCU students are scholars of the City in so far as their education is paid for by funds from the Taguig City Government coming from the people’s taxes. This is in line with the City Administration’s quest to continue improving access to quality education, enhance completion rate, nurture a culture of excellence among Taguig residents, and ultimately achieve a better and more prosperous life for the people of Taguig.
However, the City Government of Taguig also recognize the fact that in spite of being free from tuition and miscellaneous fees, many or most of the students of TCU still struggle from the daily transportation and meal expenses as well as occasional projects and class requirements.
Hence, the City Government of Taguig, in its desire to lighten the burden of its people, ensure that they do not only get to enroll, but to graduate; and not only to graduate, but to excel in their chosen courses and produce more honor graduates who can better serve their families, and the city as a whole, passed the Taguig City Ordinance No. 08, Series of 2019 entitled “An Ordinance Providing Educational Assistance Allowance And Merit Incentive To Qualified And Deserving College Students Of The Taguig City University.”
This is now called TCU City Educational Assistance Allowance (TCU CEAA).

e-Card/UMID Card, Driver's License, Passport, SSS ID, Voter's ID, BIR (TIN ID), Person’s with Disability (PWD) ID, Solo Parent ID, Barangay ID, Postal ID, PhilHealth ID, Philippine Identification (PhilID/ePhilID/National ID), AFP Beneficiary/Dependent’s ID
Maintaining the Scholarship:
To maintain the educational assistance, students must fill out the online application form during the application period, upload and submit the required documents every semester. General Weighted Average (G.W.A.) for the duration of the TCU-CEAA should not be lower than 80%, with no failing marks, incomplete, blank or no grade subjects, or dropped subjects, and must carry a load of at least 15 units per semester.

Public elementary graduates who want to continue their education at a partner private high school will receive a Php 10,000 educational allowance and a tuition fee subsidy up to Php 18,000.
The TLC Scholarship Program has 60 TLC partner schools in the City.

The INvesting in the Value of Education through Stewardship for Taguigeños (INVEST) Scholarship Program offers extensive financial assistance to eligible Taguigeños pursuing a medical education. It includes the full coverage tuition and miscellaneous fees, along with a monthly stipend of up to Php 15,000 for scholars who successfully undergo the City's screening and selection process. The INVEST Scholarship is set for the Academic Year 2026-2027.
